As Estimating Manager for our Colorado District, you’re not just pricing work—you’re shaping which projects we win and how we win them. You will lead a growing team of estimators and play a key role in developing competitive, well-informed bids. You’ll drive subcontractor and vendor engagement, challenge assumptions, and ensure estimates are disciplined, accurate, and aligned with project risk and opportunity. This is a leadership role for someone who can influence outcomes, negotiate with confidence, and bring structure and clarity to complex pursuits.

What you will be doing

  • Works with operations and business development leadership to determine pursuit selection across the Central Colorado District.
  • Provides technical and industry expertise related to risk, contract management, owner relationships, and subcontractor/vendor partnerships.
  • Delegates and oversees review of project scope and applicable regulations to ensure compliance with disadvantaged business requirements and minority participation agreements.
  • Reviews work of direct reports to ensure accuracy, completeness, and innovative approach.
  • Coordinates and reviews pursuit schedules with the lead estimator and support teams.
  • Reviews total project estimates to ensure accuracy and completeness prior to formal submission.
  • Participates in pre-bid meetings, bid strategy sessions, and client-facing presentations as required.
  • Leads post-bid and post-project debriefs with estimating, engineering, and operations teams to capture lessons learned and performance outcomes.
  • Oversees record keeping and documentation of bid submissions and results.
  • Leads Joint Venture (JV) meetings and handoff between pursuit and project teams to ensure accurate and complete knowledge transfer.

What we are looking for

  • Bachelor's Degree in a related field required.
  • 10+ years estimating and cost control experience required, with previous field/operations experience strongly preferred.
  • Demonstrated experience across construction, design, finance, and management.
  • Proven success delivering heavy civil estimates ($50–500M+) across Bid-Build and Alternative Delivery models, including collaborative delivery environments.
  • Expert knowledge of HCSS HeavyBid Estimating Software.
  • Previous experience working on JV bid teams strongly preferred.
  • Ability to lead and mentor a growing team while driving creative, innovative solutions to construction challenges.
  • Research and promote more effective and efficient estimating methods.
  • Understands best value approach to winning new work.
  • Expert knowledge of construction engineering and project delivery methods across heavy civil infrastructure, including highways, bridges, dams, reservoirs, water conveyance/utilities, and tunnels.
  • Strong negotiation and influencing skills required.
