Overview

Monitors and maintains the SWaM compliance and reporting requirements and goals established by each Contract in accordance with established Company, State, and Federal guideless to ensure Company adheres to Owner contract requirements and SWaM commitments.

What you will be doing

  • Creates and implements the District’s SWaM program policies and procedures, considers options for program effectiveness, and determines courses of action to implement new strategies and techniques to ensure program improvement.
  • Supports Procurement and Project Management in the development of the proposed Project specific SWaM utilization plans consistent with contract reporting requirements and regulations as well as substitutions and replacement efforts when necessary.
  • Evaluates Contract solicitations to ensure compliance with Owner, State, and Federal requirements as required for SWaM participation.
  • Interprets Contract requirements and determines methodologies used to develop, monitor, and report SWaM participation goals to the Project Teams and Owners.
  • Maintains accurate record keeping, prepares and submits required reports and documentation according to the SWaM utilization plan and Contract requirements. Communicates, administers, and educates SWaM compliance and reporting procedures to the District and Project Teams and responds to inquiries from teams to maintain compliance.
  • Establishes and maintains a professional, working relationship with Company personnel, outside agencies, and contractors.
  • Identifies, investigates, and attains resolution to issues or complaints surrounding a contracted SWaM firm, both internally and externally.
  • Oversees external audits to ensure all contractors are complying with Owner/Agency requests.
  • Facilitates remediation of audit findings by implementing revised procedures and training, when applicable, to potentially prevent future violations.
  • Manages the maintenance of the centralized repository for Certification Log and certificates.
  • Develops the processes and procedures necessary to maintain the Prompt Pay reporting requirements for all participating owners; both for the Project & Finance department responsibilities.
  • Directs and supports withholding requests sent to the Projects as needed for non-compliance issues and/or withholdings issued by the Owner.
  • Alerts the Labor Compliance Legal team of any applicable Labor Compliance issues and/or Audits.
  • Oversees the Certified Payroll department personnel and processes including providing resolution assistance to resolve labor reporting issues for both personnel and project contractors.
  • Maintains knowledge of Company’s values and strategic plan.
  • Support published corporate policies.
  • Perform additional assignments per management's direction.

What we are looking for

  • Bachelor’s degree in business or finance preferred.
  • 10+ years’ experience in the principles and practices of contract compliance for DBE/SBE/DVBE programs and related federal, state, and local rules and regulations; public sector procurement and bidding procedures, with knowledge of accounting principles, including construction accounting, required.
  • Knowledge of the construction industry and a strong understanding of contract specifications required.
  • Knowledge of SWaM compliance and regulations.
  • Knowledge of and ability to administer and oversee payroll compliance for applicable area.
  • Ability to remain current on all SWaM regulations and legislative changes and lead process changes for the organization to maintain compliance.
  • Management skills with the ability to delegate tasks appropriately and clearly communicate expectations with staff required.
  • Strong analytical skills and attention to detail.
  • Strong verbal, written, and presentation skills.
  • Ability to multitask efficiently and accurately.
  • Strong collaborator with the ability to also work independently to meet fixed deadlines, goals, and objectives.
  • Ability to self-prioritize and self-start projects and task work.
  • Ability to work independently, organize work, prioritze, and meet deadlines.
